CWA Speed Matters activists in Iowa report that the recent video franchise bill that Governor Chet Culver signed is "a giant step in the right direction." The legislation simplifies the process through which companies receive permission to offer video services, like IPTV and Cable Television in the state.
This may decrease the time it takes to build out the kinds of high-speed internet connections that can support IPTV. CWA pushed hard for amendments to the bill that would require that large companies who receive permission to provide video service do so for all residents in an area and do not engage in "red-lining"—denying access groups of potential residential subscribers due to the income of the residents in a local area.
