40 Countries Call Broadband a Universal Service Obligation
Broadband is considered to be a universal service in more than 40 countries, according to an International Telecommunication Union report. The study also found that 82 nations have or plan to adopt a universal broadband strategy.
The United States has not designated broadband as a universal service obligation, but did adopt a National Broadband Plan in early 2010.
