FCC Asking For Input On Universal Service Plan - Again
FCC transformation of the Universal Service Fund to support broadband in rural areas takes another step forward as the agency develops a framework for reform. On August 1, 2011, Speed Matters reported on a telecommunications industry plan to modify the FCC's drive to reform Universal Service and Intercarrier Compensation. The telco plan hopes "to create a 'glide path' to help transition funding for phone service in rural areas to broadband deployment." Now, the FCC has posted a request for further public comment.
On February 9, 2011, the Commission released the Universal Service and Intercarrier Compensation Transformation Notice of Proposed Rulemaking (USF-ICC Transformation NPRM). In response to this document, in early August, 2011, state entities, rural associations and, particularly, a consortium of six wireless companies offered specific proposals. In turn, the FCC is asking for public input on the full range of issues.
The FCC has outlined the areas of comment in a document on its website. Under the general areas of Universal Service and Intercarrier Compensation, these topics include: separate support for mobile broadband; elimination of rural and non-rural carrier distinctions; ensuring consumer equity.
These comments are due by August 24, 2011.
